This $4.3 million project consisted of infrastructure improvements including 10,000 lineal feet of utility and street reconstruction and the enhancement of four blocks in the City’s downtown. The project included the following activities:
- Beaumont Road (Wisconsin to Frederick) Street & Utilities
- Blackhawk Avenue (Main to Illinois) Street & Utilities
- Main Street (Wisconsin to Washington) Street & Utilities
- Prairie Street (Iowa to West Louis) Street & Utilities
- Blackhawk Avenue (Main to Illinois) Sidewalks, Lighting & Streetscape
A unique aspect of the project included being funded entirely with public grants and enterprise loans. No project costs were funded by the City’s general fund. The project was funded from the following sources:
- $1.5 million WDNR Clean Water Fund Loan
- $1.5 million WDNR Safe Drinking Water Loan
- $660,000 WDOT Enhancement Grant
- $300,000 CDBG Grant
- $105,000 Tax Incremental Financing
- $205,000 Downtown Revitalization, Inc. Fundraiser
